N’Delta youths appreciate Tinubu for appointing Otuaro as PAP coordinator
A group of Niger Delta youths who benefited from the Presidential Amnesty Programme (PAP) overseas scholarship have expressed appreciation to President Bola Ahmed Tinubu for appointing High Chief (Dr.) Dennis Burutu Otuaro as Coordinator of the Presidential Amnesty Programme.
Their message of gratitude was contained in an “Appreciation Note” jointly signed by Ikoromo Young, Perelade Timiyan, Isreal Aboh, Seiwei Emmanuel, Felix Esemieghan, Tekena Otuaro and Warebi Paul.
The youths praised President Tinubu for what they described as his unwavering support for the development and stability of the Niger Delta region. According to them, “Your visionary decision to appoint High Chief Dr. Dennis Burutu Otuaro as Administrator of the Presidential Amnesty Programme has brought renewed hope, progress, and tangible impact to the lives of many Niger Deltan youths.”
They stated that the PAP leadership under Otuaro has shown that investment in education remains one of the strongest tools for societal transformation. They noted, “Today, because of this vision, the Niger Delta is home to a growing generation of educated, skilled, and inspired young professionals who are ready to take on leadership roles across various sectors.”
The youths further highlighted Otuaro’s commitment to transparency and youth development, saying, “Dr. Dennis Burutu Otuaro and his hardworking team have portrayed consistent effort, transparent coordination and unparalleled welfare which led to the successful graduation of the first batch of postgraduate scholars sponsored by the Presidential Amnesty Programme.” They added that his leadership has guided the initiative “with renewed vigor and a sincere desire to see young people like us thrive and attain great success.”
They emphasized that the Overseas Scholarship Scheme has played a vital role in reshaping the Niger Delta by investing directly in people. According to them, “The knowledge acquired and the skills gained will go a long way in boosting human resources and productivity in significant fields such as the health sciences, law, blue economy, engineering, etc.”
The youths stated that the steady growth of human capital has helped communities move toward opportunities that do not rely on conflict or oil-related tensions. They added, “The scholarship scheme has further brought about exposure to new cultures and educational environments, encouraging tolerance, discipline, and a broader worldview qualities that support long-term peace in the Niger Delta region.”
They acknowledged the responsibility that comes with being beneficiaries of such a programme, saying, “As graduates under the scheme, we acknowledge the immense responsibility that comes with this privilege. We are committed to using our knowledge, skills, and global exposure to support peace, strengthen productivity, create meaningful solutions, and contribute positively to the socio-economic development of the Niger Delta and Nigeria at large.”
The beneficiaries also commended Otuaro’s support during their studies abroad, noting that many had completed academic programmes at universities in the United Kingdom. They said, “His administration ensured the timely payment of tuition fees, stipends, and book allowances, while constant communication and guidance from his dedicated team provided the stability we needed to excel.”
Reaffirming their gratitude to President Tinubu, the youths added, “Your Excellency, we remain sincerely grateful for your continued dedication to empowering the Niger Delta and for entrusting its development to a leader whose impact is felt deeply in our lives. We pledge to uphold the values of excellence, service, and nation-building as beneficiaries of this life-changing opportunity.”
