Leaders of ex-agitators such as General Goddey Smith of the Deadly Underdogs, have hailed his impact as “unprecedented in 14 years,” crediting the shift from reliant stipend schemes to empowerment-based models. Monthly beneficiaries are now running businesses and securing livelihoods beyond government handouts.
